- It seemed like the OP had access to one Apple ID which could download software; but, not his own Apple ID which was necessary to get the old previously-purchased Mountain Lion. Signing in with this other account (his brother's), and downloading the free Mavericks installer is a reasonable alternative.
- If it is a model that came with Mac OS 10.6 (aka Snow Leopard), but was later upgrade to Mountain Lion (aka 10.8.x), then you will need an AppleID that was associated with a purchase of Mountain.
- By default, Apple's got Mountain Lion set in the middle option, which employs a signature system that checks with Apple to see if a creator of a non-App Store app is a registered developer.

You can use it to buy music, TV shows, and apps from the iTunes Store, or you can buy apps for your Mac from the Mac App Store. You'll also need an Apple ID in order to use iCloud.

Providing payment information
Apple Mountain Lion Upgrade
When you create an Apple ID with a web browser, it won't ask for any payment information. This is because many Apple services (such as iCloud) do not require payment. However, when you sign in to the iTunes Store or the Mac App Store, you will be asked to review your account information. You will then need to provide a credit card number and billing address.
